Dissolve sugar in water; work into flour to a soft dough; rest 15 minutes.

Divide into 12; press each around a tsp of red bean paste; seal.

Roll balls in a shallow bowl of water, then in sesame seeds until coated.

Fry at 300°F, rolling gently, 8 minutes until puffed and golden.

Drain; serve warm.
