    Marinate chicken in soy, wine, and cornstarch; deep-fry until crackly.

    In a clean wok, toast chilis and peppercorn in low oil until fragrant.

    Add garlic and ginger; stir 30 seconds.

    Return chicken; toss with a pinch of sugar and salt.

    Serve on a platter — dig for the chicken under the chilis.
