Pour boiling water into starches with lard; knead into a smooth dough.

Mix filling and chill 30 minutes.

Press dough into thin rounds with an oiled cleaver.

Pleat 1 tsp filling in each, aiming for 13 folds.

Steam 6 minutes; the wrapper should turn glassy.
