Mix flour, baking powder, sugar, yeast, water, oil into a soft dough; proof 90 minutes.

Simmer hoisin, oyster, sugar, soy, stock; thicken with cornstarch.

Fold in char siu and scallions; chill until set.

Divide dough into 12; roll disks, pleat filling into buns.

Rest buns on parchment 20 minutes; steam over high heat 12 minutes.

Leave lid on 3 minutes after heat off to prevent collapse.
